This is an extract from the UK DTI's Guidance notes on this question of
"put on the market" with the relevant sentence in bold.
 
"25. A product is placed on the Community market when it is made
available for the first time. This is considered to take place when a
product is transferred from the stage of manufacture with the intention
of distribution or use on the Community market. Moreover, the concept of
placing on the market refers to each individual product, not to a type
of product, and whether it was manufactured as an individual unit or in
a series."
 
Thus a product is placed on the market when it has completed manufacture
and is made available for use (e.g. by being bought).  So a product in a
warehouse and ready for sale before 1/7/2006 is NOT covered under RoHS.

Products brought on the market after 31 June 2006 must be RoHS
compliant it doesn't matter at what time the product was produced. Even
if you hat a product for 10 years in stock and want to bring it on the
marked. However, the directive does not apply to spare parts for
equipment put on the marked before 31.June 2006.

Hello List members,
 
Can anyone tell me categorically whether existing product already on
the EU
market must comply with ROHS by July 2006, or whether the ROHS
Directive
only applies to new product placed for the first time on the EU
market?
