The main issue of trying to treat parts its limited to through hole really and someone need to do some work on the finished lead contamination that may be still at the interface. I don't know of any work on testing parts prior to and after one, two or three dips.

I think Bob's response and subsequent answers conform this already being done! The remaining concern of course would be for component integrity after multiple exposures to Pb-free processing temperatures. Not counting that we appear to have saved the world again [for today] ☺ 
Do keep in mind that not all "legacy" component finishes contain Pb, so for some there would only be process temperature concerns.

Does that mean that you can take any traditionally coated part and
basically convert it to a lead-free compliant part? (this is regardless of
cost!!).  I would be interested in more information on this as like several
other members of his forum, we have an array of legacy products that we
Remanufacture and support.  A redesign of these PCB's would be cost
prohibitive let alone impossible in the time frame.  If this is truly
available I see a huge business potential here for converting non-compliant
parts.  If I remember correctly there was a thread from a member a while
ago asking whether or not there was a RoHS waiver to allow the use of a
part that he had 5 years stock off, so maybe this is the answer for him as
well?
