Recycling generates about 100 times more employment, per ton, than mining or
disposal, and recycling (secondary smelters) tend to be close to
populations, as Bev suggests.
Mining produces about 1000 times more pollution than recycling. 45% of all
toxics released by all USA industries comes from hard rock (metal) mining.
However, mining occurs far away from populations. Environmental enforcement
occurs close to populations.
Since 1968 all 7 secondary copper smelters in the USA have been closed, due
to environmental costs. Primary mining and smelting continue.

It is also interesting to note that the EPA was pushing for lead battery
recycling but have stopped pushing so hard once it got to 85%. Why?
Because of the results of a study. Most primary lead refining in the
continental US is done in Missouri and (I think) Montana. Not two of the
most populated states in the union, certainly not in the areas where the
refining is done. However, most secondary lead smelting (read recycling )
is in California, populated parts of Texas and the Atlantic east coast. The
report concludes there is more potential for short term harm from increasing
the secondary recycling than from the batteries not being recycled. The
report does not say what would happen if there was less battery recycling.
Don't take my word for it, get the book "Economics of Waste" by Richard C.
Porter, a real eye opener.

They want to prevent the use of Lead Free solder and
all the costs of changing a 50 year old process for no
scientific reason, force recycling, and prevent the
