Michael,
The company in question is Canada's Nortel Networks.  The work was carried
out in Great Britain with input from Ottawa.  One hundred and fifty
telephones were produced with tin/copper based solder paste and solder in a
wave solder machine.  All soldering was done in nitrogen.  The boards were
FR-4 with Entec 106A.  Some components came lead free, others were stripped
and recoated and some were used as is.  As stated elsewhere by another
writer, Ken Snowdon of our Harlow Lab would be the person to contact for
more information.  Also, the Harlow lab (England) has authored a number of
papers in the open literature you should be able to find.  Use Chris Tanner
as your search key.  Most of these will be papers in proceedings of the IPC,
SMI, Nepcon and the SMART group in Great Britain.
