Oh bother............I am going to say "it depends"

And what it depends on (in my opinion) is whether that DVD contains a manual
OR software without which the equipment cannot work.

So in my opinion - if it is just a manual - not an issue - if it is a GUI to
set up or flash download software to set up or enable the unit then yes it
does..

But Genny, a DVD is not packaging.

So I would say yes, if they are in the box with it.  But if they were
sold separately (not likely in your situation, Al) then no, since the
DVD and case are not electrically powered.

Hmm, but you do say "manual", Genny, and certainly the DVD would be
that.

No.  Packaging, manuals, etc, are not in the scope of RoHS.  They are
under the scope of a different directive for packaging instead.

However, the material restrictions on packaging have similarities to
RoHS.

compliant unit must the DVD and its case be RoHS compliant as well?
