I am not sure that that issue has been resolved. I think industry is asking for
self-certification. It is possible that manufacturers may have to affix some kind of
label or make and file some form of certificate regarding their products' compliance
with the Directive.
In any event, the Directive is silent on the point and we will have to wait until the
Member States start passing their implementing legislation to know how it is going to work.
