I concur with Brian.  In the most future presentation I have seen Intel make,
they show that their future ICs will be affected by the weave of the glass
laminate, and that 45 degree circuit traces will have different electrical
characteristics from 90 degree circuit traces (with respect to glass weave).
However, I have seen no electrical data on present day laminate materials being
that sensitive to substrates.
