I've come across a summary report of emissions from landfills in the UK at
http://www.defra.gov.uk/environment/waste/health-effects/health-summary.pdf
Over the whole country, TOTAL releases of all sources of lead to all
forms of water is 480 tonnes/year.
Total releases from landfills of lead to ground and surface water is
<0.032 tonnes/year and into sewers (untreated) <0.15 tonnes/year and,
after treatment, <0.071 tonnes/year.
Of course, this will include lead from the odd battery that makes its
way there, lead scrap, painted articles, stabilised PVC and so on, as
well as from CRTs, lamps, and electronic solder.
I don't think it takes much imagination to determine that the proportion
of the 379 ppm lead leached from landfills, compared to total lead
reaching all water, and derived from electronics solder must be
extremely small, and possibly is in the order of ppb or even ppt.
