I don't know about all of Phil's message yet I can vouch for some of this
Mass achu setts behavior. Car batteries I don't know about, yet wouldn't be
surprised about Phil's observations.

I believe from Phil's message he lives down near Cape Code and the Islands.

I have seen many entire gargage cans filled with 5c returnables. The
homeless in some communities push around shopping carts or carriages to
collect from those that trash and trash with no stopping in sight.

Recycling efforts, and miniscule programs exist in most Mass communities
yet if you look up and down the streets very few people do any recycling on
recycling days. The politicans are even afraid to enforce their own
ordinances. They instead focus on publicity. Gee the UK is doing the same
thing, in terms of publicity as a focus.

For some reason to trash is a cultural behavior that has become ingrained.
Heck I have never lived in a place where people throw coins on the ground
just because they hate pennies or dimes.

Along side of this prevalent behavior are a smaller precent of the citizens
who regularly take their collectables to recycling centers and probably
waste gasoline, time and energy.

<Here in Taxachusetts, Massatwosh_ts, er my area, we have a
wonderful "Bottle Bill".  We pay 5¢ at the time of purchase for each beer
bottle and soft drink bottle and we get it back if we return them to the
store where we bought it or at a Recycling Center.  That being said, you'd
be amazed at the number of returnables that never get returned.  I happen
to live in a community that has one of the highest recycling rates in the
state.  We recycle paper, cardboard, plastic, glass and metal with a white
goods, motor oil and CRT collection each quarter.  We also have a compost
pile for yard waste and a brush pile that gets chipped into "mulch".  At
out Transfer Facility (a.k.a. The Dump) we have a Swap Shop and a Book Barn
where useable items can be dropped off and picked up.  One man's trash is
another man's treasure.>

<Our local junk yards will only pay money for recent model cars, but then
by the time I get rid of a car it is about 15 years old with 200k plus
miles and well rusted due to the ocean air and the salt on the roads.>
