Hi Dave,

You are correct that FR-4 casts a wide net.  U.L. has broken this group
into subcategories now.  I am not aware of anyone trying to categorize
paper phenolic into the FR-4 category. 

Back to the flame retardant type.  I believe the vast majority of the
resin systems that contain a flame retardant contain TBBPA which is not
a RoHS target.  I am not aware of any laminate that contained targeted
material. I think it is important to know for sure, but my understanding
is that TBBPA has excellent flame retardant properties and low cost.  My
assumption is that the targeted materials (PBE, 5-8 PBDE) have a higher
cost relative to TBBPA so there would have been years of incentive not
to have them in laminate.  Thus I made the sweeping statement.  Maybe
too sweeping, and it is probably a good idea to check with your laminate
supplier, but I haven't had anyone tell me what laminates actually have
a BFR problem.

I am still following this note series, as I hope you are and wanted to
comment on a portion of your note.

<All FR-4 laminates are RoHS compliant.  The flame retardant used in
FR-4 is not a prohibited chemical under RoHS.  This is a common
misunderstanding.>

As I think about what I have seen, the new laminates that are being used
in the Lead Free arena are not in all cases true FR-4, FR-5, G-10, G-11
etc.
Different adhesives are being used is only one example.

What has happened is that FR-4 has become a generic name misused for an
Adhesive-Glass laminate structure and sometimes is even used for the
Phenolic-Paper laminates.
