Paul,

I don't know the answer for sure on this one, but I
know that one time when I was trying to track down UL
PCB ratings, I was told that the ratings depend a lot
more on the glass laminate than on any surface
finishes.  That was a couple of years ago, so I don't
know if that is still the case.

You may want to contact UL directly, they are used to
getting occasional questions about their requirements,
and they had some links on the main website a while
back for RoHS workshops and seminars, so you should be
able to find someone who can answer your questions.

If you do call UL and people seem confused when you
say you have questions about PCBs, try telling them
you have questions about PWBs.  Most UL standards &
literature within UL still refers to PWBs, instead of
the more common acronym PCB.
