A Commisson Decision on changes to ELV-Annex II is still being
discussed. Despite being due in October 2001 it is not yet available. It
is likely to extend the deadline in some cases but obviously we have to
wait and see.

Various States have issued consultation papers on legislative proposals
e.g. Germany and the UK and probably others. You might find the UK one
on the DTI government website but I am not sure about any others.

There are no specific sources of information on this issue.

I have a couple of questions regarding the ELV directive and am hoping

of you can help.

Can anyone provide some insight into the current status of any changes
to
the Annex II based on the Okopol report?

Also, what is the status of individual state regulations to implement
this
directive?

Can or have any member states implemented rules which are more
stringent?

Are there any recommendations for news sources, email groups websites
etc to
try to better follow this regulation?

Automotive electronics are not under the scope of the WEEE and RoHS
directives. It is covered by the ELV (End of Live Vehicles) directive
2000/53/EC, which is in force since September 2000.
In the current ELV lead in solder is exempted, but discussion is
coming up to revise the Annex II (list of exemptions). There was a
study on "heavy metals in vehicles II), issued by Oekopol, an
institute working for the European Commission, which proposes a limit
value of 30g metallic lead in solder per car. If this limit is
exceeded, the related components have to be dismantled before disposal
of the car. But there will be a lot of discussion following before a
decision can be made.

The main argument for introduction of such a limit value is, to reduce
the heavy metal content of shredder waste, which then would allow a
more economic disposal or incineration of that waste, e.g.
coincineration in cement industry.

I seem to remember a posting some time back that stated that
automotive
electronics are exempt from the WEEE directive.  Is this true?  I
couldn't
find it in the WEEE copy I have.
