Dave,
Even in an acid rain environment the amount of acid we are talking about is very small.  The earth has enough of a buffering capacity in MANY cases that the amount of acid in the rain is inconsequential.  And remember in modern dumps a layer of top soil is usually added every day to every three days, so the rain will not fall directly on most of the garbage.  And of course there are more benign materials in dumps that can buffer/react with the acid rain - like iron for one.  

As an aside, the decrease of sulfur dioxide emissions in Western Europe has been so large that farmers there are now having to add sulfur in their fertilizers because of sulfur deficiencies in crops of oats and canola!  And, no, I am NOT advocating more pollution, thank you.  :)  And I don't want to give the impression that acid rain is trivial either, as it is doing a real number on areas like the Black Forest and the beautiful forests of the American Northeast and my home province of New Brunswick.

Nitric, Since N is a heavy part of our environment why is
Nitric Acid in let us say a raining season not part of the
land fill chemistry. I understand N's stability.
