Except the US Energy star is voluntary!

My understanding is the approach proposed will be to first codify
voluntary initiatives already on the books.

EuP is attempting to make products more energy efficient - that's the
energy they consume when being used - a bit like the USA star rating.

Suggest you download a copy from Europa and read it.

Currently only applies to volume manufactured products (> 200k units
p.a.)
