of course it is good to refer to extensive documentation. Knowing why is important. Now, there have been a lot of discussions around the Td and high Tg that I personnally am totally mixed up. On the other hand, I had a chat with a person from Tyco's PCB division and they recommend to specify the material in more intimate detail, namely your drawing should read "FR4 with phenolic filled resin systems". This is for now, until IPC-4101 will be released. Once the 4101 is available, it would be that comprehensive that you should only reference it on your drawing and this will be self explanatory.
