My understanding of the Maximum Concentration Values(MCVs) is that the TAC
has not defined any; the wording was voted down and it will be year end
before any MCVs are re-released by TAC.

Many of the component vendors that I deal with are relying on the #7
Exemption in the RoHS Annex.
Pb will stay in components until 2010.

Yes what you wrote makes a LOT of sense from a practical level as well as
from measurement science.

Hey I haven't seen our Canadian Chemical Guru in quite some time.

<What it actually means is that 0.1% (or a different level if it is changed
in the future) will always be accepted in materials as an impurity level BUT
that Pb will not be intentionally used in any applications. i.e. all Pb use
areas curently exempt from RoHS will be Pb-free in the final stage. For
example, no Pb in high melting solder, no Pb in glass etc.> < <Does that
make sense?>

So saying it again, to agree with you in my American, at the highest level
of Lead Free compliance Lead by design or by intention will not be in ANY
electronic product at any level. In measuring the compliance of this
specification 0.1% or less when and if legislated will be considered as Lead
Free.
