Hi Scott,
We also manufacture similar broadcast products but we have found no
exemption whatsoever for non-consumer equipment so we are slowly going down
the lead-free path. I believe it's pretty much only military equipment that
will be exempt.
The main problem we forsee is getting lead-free components, especially
things like tuners and nims that are likely to be old stock and are likely
to have lead in them.
Another way to look at it is: Even if the tuner is not lead-free, will the
total percentage of lead in the finished product be less than 0.1% (or
whatever the cut off point is), and is that the whole product including the
chassis, or is it only the PCB assembly?

We manufacture high end video routers and switcher for the broadcast
industry, we do not manufacture any consumer electronics. At one time I
read and have also been told that we are excepted from Lead Free
requirements. Does anyone have any new information concerning this issue?
