In a search long ago...I believe that Switzerland is an EFTA member so I
think your search may need to start there. I am not aware of the
differences between EFTA and the EU.

Well of course it is not a part of the EU, but I believe they have their
own rule set.
Brian Ellis is on this forum based out of the Mediterranean, and I know
that he will have the answer.
Here is a clip from a Perchards report dated April 2005 which may
clarify:
