Our spec to our hardware vendor is either Zinc plating or stainless
steel.  Buying cadmium plated screws has been not allowed for at least
the last 10 years at our facility.

Lots of inexpensive hardware and metal parts (like those used in
consumer
products) is cad plated, which doesn't sound homogeneous....

Can you give a concrete example of a stainless steel that is not
inherently free of "RoHS elements" to the specified limits? Doubtless
you are thinking of hexavalent chromium. But alloyed metals cannot be
said to have any valence; this exists only in compounds. They are also
"homogeneous" (according to the definition), to boot.
