Not familiar with other EU states implementation of RoHS, but in the UK
there is intended to be a "third party defence" in the legislation.
So if you have a CofC or other document from the supplier/distributor
saying that component X is RoHS compliant and it is not, then the
offence of non-compliance is deemed to have been commiteed by the
supplier/distributor and not the manufacturer/assembler.
Of course, this won't help you if you have products impounded, or
factory lines stopped, or contaminated processes, or unreliable products
as a result.
