Blair,
In the FAQs published by the European Commission last week, there is some
information regarding their interpretation of fixed installation.

Subject: [LF] Fixed Installation Exemption
Where is the best place to find information on the fixed installation
exemption? It is possible that my company may be able to claim our products
under this exemption.
We manufacture industrial communications products that are typically
installed in a fixed installation, permanently mounted and remain there
until failure or until plant decommission.
Thanks,
Blair Hogg
