Let the world beware if the two of us are (even ±) on the same wavelength!  :-) 

You write that you have a pipe dream of seeing something similar to REACH, if it could be arranged for each chemical to be critically judged on reliable scientific data and capable of peer review, and not on emotional ecopolitical NGO (or other) claptrap. We agree on this too - it's a pipe dream. The stakes are too high. Human nature shows no signs of being that perfectible. 

So in the spirit of the Christmas season here's my pipe dream: earth becomes blessed with a wise philosopher king who is free from human corruptibility.
