Yes - but simply replating the lead terminations may not make the part
RoHS compliant and almost certainly it won't be process compliant if it
is an SMT device.

Are there any companies offering tin-lead removal from IC leads and
reprocessing with lead-free lead finishes?
We have some legacy products with obsolete components, where we carry

time stock of these parts. We will need to get the ones that have
lead-based
tinned leads reprocessed to make them RoHS compliant.
