Make sure that one uses a switching poer supply! Linear Wall warts are a
no-no in California beginning Jan 1, 2006. All others to follow soon after.

I have almost the same situation - unit with three PCBS, and one power
supply module - Power Supply is not compliant, therefore entire unit is not
compliant.

Hmmmn? So in our example we have some power modules built for the heavy
equipment industry in which the manufacturer's are stating they have no
intention of making the parts RoHS compliant. There is no alternate for
this part form any other manufacturer.
Does this mean I can't ship my finished product that contains one or
more of these modules?
Does the 0.1% exclusion count to allow me to ship these finished
products?
My design engineer is asking me what to do. My best answer so far is,
"I dunno!"

A homogeneous material is either:
a compound
an element or
a mixture that is the same throughout.
Examples of the three are:
Sodium chloride - Table salt (if you exclude the added potassium iodide
:) )
Aluminium
A brick
The REALLY stupid part in all this is the EU saying that the finish on a
leadframe is mechanically separable from the lead itself. As a chemist,
I might be able to do it chemically, but make one awful mess in the
process.
