I've seen that report, though I haven't had time to read it beginning to end.  

Couple things to note:  

I'd be surprised if Toyota was lead-free in Japan manufacturing but not in US manufacturing.  Lead free is determined when a part is spec'd during design, not when it is purchased.

there's evidence that the added pressure of conformal coating can contribute to tin whisker formation.  It does, however, keep them from breaking loose and floating around.

the failure modes from the tin whiskers found in the accellerator pedals aren't neccessarily part of the sudden acceleration program.  Sure, it's possible, but what's VERY telling about the whole SUA issue - the number of reported incidents spiked - up, then back down - in direct correlation with the amount of press coverage.  Just like it has every time since this all started with Audi back in the 80's.
