Hi Gerhard, IPC LF Listservers,

I am glad you got the NJ answer to your original question from Peter.
We do have at least one other person from NJ yet he is mostly involved with
reliability and may not have Peter's knowledge.

In the US there are many social, business, and other governement items that
are regulated by the states and not the Feds. Funny examples are marriage
laws where MA has gone free-nilly willy; elementary and high school student
achievement levels, where each state sets their own goals, and much more
like teacher and professional certification.  Only when an issue becomes
really big or bad, violates the US constitution or affects inter-state
commerce or interstate relationships in a way many wish to fight about,
does our Federal Government get involved.
