[LF] Is anyone sending in comments on this EU proposal - 46 new possible
banned items
This came out last Saturday from Fern Abrams of IPC. This list includes
lots of printed circuit staple materials - bisphenol A for the epoxy,
tetrabromobisphenol A flame retardant, nickel (in contact with the skin-
however they
enforce that), rosin, in addition to some interesting ones like gallium
arsenide.
The time to respond is short - just over a week from now. Fern Abrams of
IPC has had little input from the field, is what I am told.

Dear Colleagues,
As you know, the European Union is currently conducting a review of the
RoHS
Directive with regards to expanding the scope of covered substances and
the
list of covered electronics. Additionally, they are likely to revoke
some of
the current exemptions.
The Öko-Institut e.V., which is under contract to the EU for the review,
has
drawn up a list of 46 substances for scrutiny. According to the Institut,
the list ?is based on declarations provided by suppliers and
manufacturers of
EEE, existing studies, XRF-analyses and other information.? This list and

The Öko-Institut is calling for industry input, however time is limited
as
responses need to be sent to [log in to unmask] by 28 March 2008. A quick
turn
around is anticipated as their letter states, ?For each of the potential
candidate substances policy options will be recommended in the draft
final
report that will be published by mid of April.? This gives only 2 weeks
for
assessing the results of the consultation.
While it is impossible to draw any conclusions, it is interesting to note
that the criteria of selecting these substances are similar to the REACH
candidate list. The criteria were ?substances classified as CMR, PBT/vPvB
or
endocrine disruptors? and were drawn from Directive 67/548/EEC ? which
has been
superseded by (incorporated into) REACH. The criteria and the term
?candidate
list? are used in REACH for forming the list of Substances of Very High
Concern. It is substances on this list in REACH that will be assessed for
restrictions (see http://reach.jrc.it/annex_xv_en.htm for additional
information).
