There is no issue with lead being present in a process just so long as there is no lead in the final RoHS compliant product being sold.
RoHS is intended to prevent lead (in waste electronic product - WEEE) going into landfill, as it has been identified that WEEE makes up a significant proportion of landfill.
Lead will still be used in accumulators etc. - in fact that's where most lead is used. The difference is that accumulators (car batteries) are recycled so the lead does not end up in landfill.

The same is applied, for example, to Cyanide. ENIG finishing is involved in
dipping the board in Cyanide containig Gold solution.Very toxic and very
powerfull poison.
Anyone is considering ban on ENIG finishing ???
