I'm sorry for the confusion. Over the weekend, the links were revised and original links from Friday only take you to a hard copy available for sale. Both docs are available for free download. The links below are now correct.

IPC-1751A standard provides the principles and details for declarations necessary between members of a supply chain relationship. This standard is the first in a series of standards that permits segmentation of declaration details based on the subject and scope of the declaration as well as the manufacturing domain. This standard contains general information and is supplemented by sectional standards requiring more detailed information such as material declarations, quality profiles, or codes of conduct.
In this revision of the 175x series, only the data format and functional requirements are specified. Development of human readable data entry and viewing tools are intentionally left in the domain of third party software providers. Released March 2010.

IPC-1752A establishes a standard reporting format for material declaration data exchange between supply chain participants and supports reporting of bulk materials, components, printed circuit boards (PCBs), sub-assemblies, and products.
Version 1.1 of this standard was supported by two Portable Document Format (PDF) forms (1752-1 and 1752-2) and the Users Guide (1752-3). However, starting with version 2.0, this standard will not be supported directly with a PDF form. Third party software developers are invited to supply the implementation tool and one organization has already made a free download implementation tool available. In version 2.0, the data exchange format is specified as Extensible Markup Language (XML).
