I don't have a new published copy of 6012C yet but the Final Draft I was working from just has it as > 2 layers.  To my understanding you are correct in your assessment.

    Is there a typo on Table 3-3 in 6012 Rev C?  Shouldn't it say > 2
layers not >/= 2 layers.  The 2 layers buried via would be covered under
Table 3-5.
