We perform the horizontal microsectioning for our customers routinely as
described by Russ at Microtek.  I would suggest that class 2 would allow no
evidence of break-out, period.  Tangency may again require a horizontal
microsection to prove it.

During discussions on the revision to IPC-6012A, section 3.6.2.8, =
Annular
Ring (Internal), the concerns over the existing requirements could not =
be
resolved easily.=A0 The problem is with Class 2 requirements.=A0 The =
current
document reads as follows:

=93For Class 2 boards, if internal annular ring breakout is detected in =
the
vertical cross section, but the degree of breakout cannot be =
determined, it
shall be measured by horizontal microsection.=94

Even though the horizontal microsection is a =93shall=94 requirement, =
no one
actually does this for several reasons:

1.=A0=A0=A0=A0=A0 It is time consuming, tedious and costly.
2.=A0=A0=A0=A0=A0 The actual boards do not always have a land on every =
layer and
therefore artwork must be obtained to determine which holes have the =
suspect
layer with a land present.
3.=A0=A0=A0=A0=A0 How does someone actually determine if the =
misregistration on a
specific layer will result in either
a.=A0=A0=A0=A0=A0=A0 Minimized conductor to land junction? or
b.=A0=A0=A0=A0=A0 Insufficient dielectric spacing?

Since the horizontal microsections are not being performed and to =
actually
require these to be done would be extremely costly, we have been tasked =
with
how best to change this paragraph.=A0=A0=A0=20

We have several choices and/or proposals:
1.=A0=A0=A0=A0=A0 Allow breakout with no referee
2.=A0=A0=A0=A0=A0 Do not allow breakout, but rather allow tangency and =
define tangency
3.=A0=A0=A0=A0=A0 Allow breakout with a functional coupon test for =
compliance
=A0
We have a Project Initiation Form (PIN) which is proposing to assess =
the
impact of mis-registration on minimum spacing and conductor width
requirements through the creation of a =93Hole Breakout Task Group=94, =
D-33F.=A0
This effort could potentially add an =93electrical=94 coupon to every =
panel of
Class 2, Type 3 product that would have to be tested if microsections =
found
breakout.=A0 I would like to start a dialogue regarding what is =
currently
being done and what would be reasonable.
