One comment from watching an interview with 2 high level EPA officials (one 
from Clinton's era, one current one) just after the ruling.

Basically the Bush / Cheney Administration will do Nothing and it will be left for 
the next administration to write rules and enforce any action. The current 
administration seems to be planning a campaign of proving that their current 
methods are making things better.
