I urge everyone on this distribution list to very carefully review the
changes in IPC-4821 attached below. These represent major changes which
could effect material suppliers, PCB fabricators and OEMs and their ability
to supply, use or specify certain embedded capacitor materials. Please
review the changes and ensure approving these changes is in your companies
and the industries best interest. If they are not, please vote
accordingly. If desired, please recommend alternative wording so that this
specification can best serve its users.

Since IPC is an accredited Standards Development Organization in accordance
with rules established by the American National Standards Institute (ANSI),
all IPC documents requiring Negative Vote Resolution are circulated at the
“Negative Vote Resolution” stage to the members of the subcommittee where
the document originated.
A partial copy of IPC-4821 is attached in .pdf format. This partial .pdf
copy has changes Highlighted in Yellow that were provided to resolve the
Technical Comments from the people who voted NEGATIVE during the original
ballot of IPC-4821, in August of 2005. Only the changes Highlighted in
Yellow are subject to your vote that is involved in this Negative Vote
Resolution. The attached partial .pdf file can be opened with the freeware
Adobe Acrobat Reader (www.adobe.com).
PLEASE NOTE THE FOLLOWING:
The changes shown in the partial .pdf copy of IPC-4821, as part of this
NEGATIVE VOTE RESOLUTION Ballot, were made to that version of IPC-4821 that
was originally balloted in August of 2005. Only a partial copy of IPC-4821
is now provided for your consideration in that the Negative Vote Resolution
Ballot considers only those changes required to resolve the Technical
Comments submitted in support of the Negative Votes that were received in
the original August Ballot for IPC-4821. Even more specifically, please
note the following details:
1) ONLY the items Highlighted in Yellow in the attached partial
.pdf copy of IPC-4821 are subject to ballot to resolve the previously
submitted NEGATIVE (NO) votes from the original ballot. Any
non-Highlighted text, tables, graphs or other items in the partial
.pdf copy of IPC-4821 SHALL NOT to be considered for your vote and
comment. Any comments on non-highlighted items will be addressed
during later efforts directed toward the next revision of IPC-4821A.
2) If you voted either AFFIRMATIVE (YES) or ABSTAIN in the
original IPC-4821 Ballot, and you do not choose to change your vote
on this NEGATIVE VOTE RESOLUTION BALLOT, your previous vote (either
AFFIRMATIVE or ABSTAIN, respectively) will be accepted for this
NEGATIVE VOTE RESOLUTION process.
3) If you did not previously vote on the original Ballot for
IPC-4821, you may now submit a vote. However, please note that the
ONLY items upon which you may base your new vote are those
Highlighted in Yellow in the partial .pdf copy of IPC-4821. Again,
as with item 1 above, any comments on non-highlighted items will be
addressed during the future efforts directed toward the next revision
of IPC-4821A.
4) If, upon examination ONLY of the changes Highlighted in Yellow
in the attached partial .pdf copy of IPC-4821, you decide to vote
NEGATIVE (NO), you must provide at least one Technical Comment to
support your NEGATIVE Vote.
5) If, upon examination ONLY of the changes Highlighted in Yellow
in the attached partial .pdf copy of IPC-4821, you decide to vote
either AFFIRMATIVE (YES) or ABSTAIN, you may only provide Editorial
Comments.
6) As with any Ballot process, if multiple ballots are received from
the same company facility, these votes must be the same. Conflicting
votes from the same facility will be returned to the submitters and
cannot be counted until the conflict is resolved.
Again, Please Note: The NEGATIVE VOTE RESOLUTION BALLOT Deadline is
January 31, 2006.
