Joining the IPC Designers Council is very simple, you can even do it over 
the phone. Membership is only $50 for each year.

I can fax you an application form or you can sign on to our website 
(http://www.ipc.org) and under the design portion there is an explanation 
of the IPC Designers Council and an application form.
