The IPC-D-325A Documentation Requirements for Printed Boards, Assemblies and Support Drawings 
standard has some guidelines and recommended examples of notes in Section 8.4

 No RoHs info in there though... 



We use these notes to identify the assembly for RoHs boards... 

1.	RoHS COMPLIANCE REQUIRED:  THIS ASSEMBLY NEEDS TO MEET THE REDUCTION OF HAZARDOUS SUBSTANCES (RoHS) DIRECTIVE 2002/95/EC OF THE EUROPEAN UNION.
2.	WORKMANSHIP WILL MEET IPC-610 CLASS 2. 
3.	PWA TO BE ASSEMBLED IN A STATIC PROTECTED ENVIRONMENT.
4.	REFER TO THE BILL OF MATERIALS FOR COMPONENT LIST, REVISION LEVELS, AND REFERENCE DESIGNATORS.  FOR COMPONENTS WHICH LACK SILKSCREEN DESIGNATORS, REFER TO NOTES ON THIS DRAWING.
.	A "COMPONENT LOCATIONS REPORT" IS AVAILABLE IN THE PWB'S GERBER .ZIP FILE.
5.	MASK ALL MOUNTING AND UNINSERTED COMPONENT HOLES BEFORE SOLDERING.
6.	UNLESS OTHERWISE SPECIFIED, USE SAC305 SOLDER.
7.	FOLLOW TABLES FOR ADDITIONAL ASSEMBLY & REWORK INSTRUCTIONS.  ACTION ITEM NUMBERS REFER TO CALLOUTS ON THE ASSEMBLY DRAWING.
.	REWORK WIRES MUST BE ROUTED AS SHOWN.  USE LOCTITE 4471 GLUE (OR EQUIVALENT) TO SECURE WIRES AND COMPONENTS TO PWA AS APPROPRIATE.
8.	PRINT THIS ASSEMBLY DRAWING'S REVISION LEVEL IN "REV" BOX ON TOP SILKSCREEN LAYER USING INDELIBLE BLACK INK MARKER.
9.	PROVIDE A UNIQUE SERIAL NUMBER ON EVERY PWA (AS ASSIGNED BY THE SUPPLIER'S OWN INTERNAL PROCESS) IN THE DESIGNATED AREA USING INDELIBLE BLACK INK. 
10.	SHIP PWAS IN INDIVIDUAL STATIC PROTECTED CONTAINERS COVERED IN BUBBLEWRAP.
  

This is one example I have seen used... not necessarily compatible with everyone's process of course... Your mileage may vary...
