William,
   When I saw this topic my heart did an extra beat for so many reasons, it IS an issue in so many ways across the board. Captive designers in large companies that may have more than 2 or 3 designers or even service groups will have the same issues, so how do you deal with things like that??? I believe Bill?( Sorry, I deleted the post) mentioned that he creates a document that describes all the design criteria so the next designer knows what's going on etc. I would like to add to that and follow with what was touched on, but not emphasized in my opinion. The Tools.
When we setup a new design we ensure that each and every rule required to create the design without a DRC, is in place and checked. By knowing that and as mentioned, document that the rules are in place, the next designer on the hook for the design will know that they can't create and error or they know they need to change rules accordingly and so forth. Using local rule areas allows for those times when a general rule doesn't fit and yet still allows for proper DRC checks to take place. I know you all say you setup your rules to route, but we all get a little lazy sometimes and make a quick change to do something and forget to document it, or skip over the DRC because "WE" know why it's OK to be there... But will the next designer know that??? :-) Good topic and I too am waiting to see what others have to say. Bottom line is documentation and the time to do it right are key in my opinion.
