It is stated in our Fab Drawing that the Fabricator is NOT allowed to remove the unused pads.

I need some clarification on the subject of 
IPC 2221 Section 9.1.2 it states 
For a Class 3 designs " An annular ring shall be required for all plated through holes in Class 3 designs."
My assumption is to leave an annular ring on all layers. The IPC document does not specifically state as such.
This is for Mil/Aerospace. Do those of you who do Class 3 remove non-functional inner layer pads.
