I'm curious why you would say that.

Quite often we have connectors that overhang the board edge,
and the only way to build it is to add breakaway rails.

Actually I agreed with what you said
except I didn't understand your last sentence:
"Ensure that the edge of the physical connector
becomes the absolute edge of the PCB within the panel."

???

Also, don't forget that when placing your PCB onto a panel to ensure you
don't have connectors which overhand the edge of the panel. Ensure that
the
PCB's are rotated such that the connector overhang is toward the inside of
the panel OR ensure that the connectors ( right angle of course ) don't
sit
over the edge of the panel. Ensure that the edge of the physical connector
becomes the absolute edge of the PCB within the panel.
