I've used this successfully for the past 25 years and based my entire PCB
library on it. 

And of course it's in Mentor's LP Wizard (LP Creator) and PCB Library
Expert, which comes free with the purchase of the IPC-7351B standard.

Proportional Pad Stacks meet or beats all IPC standards for through-hole
library technology.

The relationship between the hole size, land and web area is critical. See
the sectional standards for more detailed information.

What exactly are the sectional standards does anyone know?
