Hi Larry,
It's like this this when there is an open-ended question.
More likely Greg just started as a supervisor and he has to make the department with what he has. for know at least ...
Yes, Greg needs to hire a good designer over CAD operator but since he has been an experience designer for long time then a good CAD may help.
Greg may have to work with whatever software he has until he complete a justification report and request for a better/new software. It's a little easier to ask for a faster machine.
Wait and see if Greg will give us more info about what he has and what he allows to do with his bugget.

I also agree with part of Jack's idea to have an experience designer setup at home but that's not going to help Greg at this time (Start to setup PCB Department).
