You should have a government rep that can spell this out better.

We submit the prints and the other files are maintained here.
If requested we have a zip file of the entire thing, but they
view the Gerber file as part of the product and not as "documentation"

They like just prints or PDF. They don't maintain files that they
can view very good. The viewer of government documents are of very
low quality and are in the odd CALs format. So they are apparently
not real concerned with graphic quality.

Again, like I said, our rep views the gerberfiles as products
of the board and not as documentation. We zip ours and place them
on a disk when our contract is complete, to ensure they won't change
and secure there safety.
