IPC-D-325 Documentation Requirements for Printed Boards, Assemblies and Support Drawings
The example I see on Page 58 shows Ref Des inside the image of the part... if the part is too small for it to fit and be legible, I would place it close to the part being consistent in orientation for readability... avoid ambiguity by not placing them in such a way as to make it difficult to see which on applies to the image in the drawing... more examples are on pages 68,69 and 70. Figures 8-1, 8-3 and 8-4.
Typically you also add a note to the drawing that states that the 'Designations are for Reference only and do not appear on the parts'.
