Protel does output a PADS netlist however, it seperates the netlist into two files. One being the PARTS
section and the other is the NETS section. If you are using PowerPCB you will need to update the header in
both of these files to read:

!PADS-POWERPCB-V2.0-MILS! DESIGN DATABASE ASCII FILE 1.0

The header it Protel provides is for the earlier versions of PADS.
