I would also add the following for review 

1. APQP process (Advanced Product Quality Planning)
2. DFMEA's, they are worth the investment in time. 
3. Good measurement systems to identify design issues vs process issues (once in production)
4. Post mortem on projects what worked, what didn't. If the design team is big, share the info and do not repeat the same mistakes over and over
5. Well established design rules to insure DFM, DFA and DFT will not be an issue. 
6. The Design Group has someone to go to if they need feedback on breaking design rules

Also, there is a IPC subcommittee working on a DFX spec

Bob,
You should touch base with the big boy CMs.
Celestial and Samina both have excellent docs on the subject.
Of course you need to use the grain of salt method as they are very "our way" orientated.
