Andre,

I didn't mention it, but we are the assembler. And you know, as I know, that "premium" is not in the dictionary anymore. It has been replaced by "off-shore".

I know that such design would be a dead-on-arrival, but by the time the customer goes "off-shore", builds it there, sells it and realize this did not improve the reliability, we lose business and they lose business. Not exactly a win situation.

Anyways,

I'll take back the joke thing , even though I agree with Mathew
that this is really not the best thing to do.
The board must be very dense to consider doing this.
Have they considered using blind & buried vias instead ?

It can be done, but I'm sure there will be 
problems at both the pcb manufacturing and at the assembly.
Be prepared to have a premium added to your board costs.

it is unfortunately supposed to be a high-runner, on FR4 and on top of it is going to be lead-free.

Ioan,
It is application that is the real issue. Is this a high volume circuit
board, a low volume circuit board or a one-time no-rules lab/bench
board? Is this a standard board, module board or a substrate? Each carry
a different assembly technique and have different design rules. Start
there looking for design guidelines from your venders.
