At a previous employer, I had a spreadsheet containing the area used by
every part they used, including manufacturing allowances and tolerances.  I
would take the BOM and generate a density study that included an allowance
for signal and power traces, and minimum board size and probable layout time
based on technology (single punch, single drill,  or double sided)

Needless to say, the component area data took time to enter, but I would add
new parts as each layout came in for quote.  It got to the point that I
could give a pretty close estimate in a fifteen minutes or so.  This
obviously would not be a viable tool in a job shoppe, but it worked well for
a single manufacturer.
