Charles,
I think it will, but there were 2 Protel forms 
that Orcad can output. You must use the older simpler
version. I don't have tool in front of me at moment
but think it was Protel 1?
I actually used Protel's converter to take
the orcad schematic into Protel and then use that
converted schematic to drive the design.
I then used a netlist exported from the Orcad
Side in this format to run a compare
Against Protel netlist to verify connectivety remained
Intact, also for any pins swaps to be correct.
The compare would only work for older Protel netlist
Format, I would assume this might be true 
To actually use the netlist to drive design.

Is there anyway to import a netlist generated by OrCAD Capture into
Protel 99SE or DXP?  

OrCAD Capture can generate many types of netlists.  It seems like a
basic requirement that a layout package be able to important common
netlist formats.  Otherwise you must use the same package for schematic
and board design.  

From my experience with Allegro and PADS, I think of generating a
netlist in a schematic program and importing it into a PCB CAD program a
fundamental step in the design flow.  

How can Protel exist without having an easy way to import common netlist
formats?
