Step 4 is your problem.

Reference designators on a silkscreen layer serve a different purpose, and have far more constraints, than reference designators on an assembly drawing.  The PCB designer wwill not be able to place silkscreen reference designators in a good location for the assembly drawing.  As boards get more dense, there may be no silkscreen reference designators at all.

You need to find out what layer your CAD program has designated for assembly drawings, and create a second ref des label on that layer.  And this isn't just for designators, if you are exporting DXFs for assembly drawings, you will need a better part outline than a silkscreen offers.
