Jack,
Here in the military side we use an great deal of polyimide IPC-4101 /40 and /41 material with a 200 or 250 degrees Tg for assemblies that require hand soldering or more than a few assembly reflow and rework cycles.  
Yes, polyimide is tougher to drill, but in space products, it is almost a defacto standard for PWB's built to class 3A criteria. There is typically a great deal of hand soldering on space PWB assemblies as well, and as you could imagine reliability is paramount. I noticed that Isola recently came out with a new polyimide formulations 85HP that is less prone to wicking.  I'm hoping to evaluate this material set in the next few months.

We use bare board materials that meet or exceed the requirements of
IPC-4101/129 by default, but if we had a design that required MANY manual soldering and de-soldering operations (at least in the beginning), should I recommend a different material?
I don't know much about manual soldering and what it does to the bare board.
Is there a commonly-used material for this kind of abuse, or is /129 good enough?
