Pete,

I don't know what "The Benchmark" is - please give more information.

Persoanlly I think that you cannot set up a good benchmark or contest
so you will, unless you have very strict rules about the participation.
Compare it to Formula-1 : anybody (with enough money) can win a F-1 race
(it might take a rebuilt F-16 plane), but the point is : can I
win within the limits of the rules set up by the FIA (this type of
tyres, fuel, etc).
